Romania and Slovenia were named as "deserving cases" when enlargement is reviewed in 1999. Earlier, a Nato statement on the issue was delayed by President Chirac of France. He had wanted stronger assurances on Romania and Slovenia. The admission of the three countries means Nato now has 19 members.
