Philippe Majolet has a British mother and French father. He is French-born but has lived in the UK for 22 years. But the authorities picked up the French link when he was on holiday. Mr Majolet was forced to prove exemption. His local MP, Geoffrey Clifton-Brown, has demanded a statement on the second such case in two weeks.
