Hachani, who led the FIS to victory in elections in 1991, was also deprived ofhis civil rights for three years, thus banning him from politics. The attack in Churachandpur district was the latest in a series of clashes between the Kuki and Paite tribes. All-India radio said Kukis stormed the village, firing indiscriminately and setting fire to houses. The inebriated pachyderm goes from house to house and village to village in search of the locally-made brew. The frightened villagers have appealed to the authorities to catch their tormentor, whom they have have dubbed the "excise commissioner".
