"Building Excellent Schools" aims to raise standards through partnerships with parents, councils and business. The Welsh Office wants to set target bands in all core subjects, with literacy and numeracy as the priority. The pair were bludgeoned to death near their Kent home. Megan's sister Josie, now 10, survived, and has returned with her father to their old home in Gwynedd Today, Kent detectives said they have a "90% accurate" description of the Russells' attacker, and DNA evidence which could help identify him. John Thwaite, aged 26, died at a house on the Strand estate in Holywell early yesterday morning after being chased from his home during a disturbance. The men arrested are being held at Mold police station. Detectives working on the inquiry are still appealing for information about the incident. Most of them contacted police probing alleged abuse at the Taff Vale home. Of the five establishments in the inquiry, four were run by the West and South Glamorgan councils and one by the NEH charity. In more than 200,000 tests, 99.85% of samples met the required standards in Wales, compared to 99.7% for the whole of England and Wales.
