P165 CEEFAX 165 Sat 19 Nov 15:01/54       WORLD  STOP THE POLITICS, ZAIRE ORDERS Zaire has ordered Rwandan refugees to refrain from political activity. The government said it was outraged by the existence in eastern Zaire of a shadow government formed by Hutu ministers who fled in July. "No Rwandan government in exile can be set up or can operate on Zairian soil," the cabinet ordered.
