However, BR says that the Public Switched Telephone Network (PSTN) cannot transmit enough information to give a good enough picture for Sign Language. It believes the best prospect lies in the use of products developed for digital systems (ISBN), but warns that the costs of any sort of 'video telephony' product are high and therefore "not affordable by most people with disabilities". Director RB Dickson says that the Further Education Funding Council has refused to fund future deaf students who have been statemented. The FIFE states that such funding is the responsibility of Local Education Authorities. But LEAs have responded by saying that central government cuts in their funding mean that funding for students with special educational needs should come from the FIFE.
