The index identifies the strength of the sun on a numerical value scale of 1 to 20. It is then up to individuals, knowing their own skin colour, to understand their personal risk and when they need to protect themselves from the sun. The index depends on two factors, firstly the position of the sun in the sky and secondly the amount of cloud cover.
