Jim Wallace accused Secretary of State Ian Lang of "fixing" the number and boundaries of thj electoral wards. A year's delay would let the boundary commission makj "impartial proposals" for new wards, he said. Summing up, Councillor Christopher Mason urged all Lib Dem MPs and peers to vote it out of Parliament. Ludovic Kennedy told conference Scotland was on a slow journey to its rightful independence.
