P142 CEEFAX 142 Fri 5 Nov 16:11/14       PARLIAMENT  ROYAL ASSENT GRANTED TO TWO BILLS The Cardiff Bay Barrage Act has received Royal Assent after taking over five years to clear Parliament Preliminary work began almost immediately on the controversial £150 million project which is one of the biggest civil engineering schemes in Europe. Royal Assent was also granted to the Railways Bill.
