The Prime Minister gave his backing to Social Security Secretary Peter Lilley who had hinted at a possible replacement for the welfare state. Mr Lilley had said he wanted to see the welfare state replaced by a "welfare society". Mr Major agreed that the costs of many aspects of welfare were outstripping economic growth.
