P161 CEEFAX 161 Fri 3 Dec 16:23/23       WORLD  KHMER ROUGE PEACE PROPOSAL SCRAPPED Plans to bring the Khmer Rouge into the elected Cambodian government have been scrapped, King Norodom Sihanouk has said. He proposed last week that the Khmer Rouge lay down its weapons and hand over its areas of control in exchange for ministerial posts. But Prime Minister Prince Norodom Ranariddh rejected the proposal as unconstitutional.
