P167 CEEFAX 167 Fri 3 Dec 16:22/34       WORLD  ISRAEL REJECTS MEDIATION APPEAL Israel has rejected a call by the PLO for the US and Russia to mediate in talks on implementing limited Palestinian autonomy. Israeli Prime Minister Yitzhak Rabin said it was the responsibility of Israel and the Palestinians to reach agreement without outside intervention.
