P138 CEEFAX 138 Fri 17 Dec 16:22/40       POLITICS  TOWER HAMLETS TO EXPEL ACTIVISTS Liberal Democrat councillors have condemned a decision to expel three local party activists.   The expulsions are urged in a report into allegations of racism made against the local party in the London Borough of Tower Hamlets. The former Liberal Democrat leader of the council Eric Flounders has resigned from the party in protest. But Lib Dem president Charles Kennedy backed the report and said it was time to "cut out the bad elements in Tower Hamlets".  Parl'ment World Main News Weather
