P143 CEEFAX 143 Fri 17 Dec 16:11/05 PARLIAMENT GOOD NEWS FOR SCOTTISH ARABLE FARMS Scottish arable farmers are to be penalised less severely for growing more crops than allowed under an EU agreement, it has been announced. Junior Scottish minister Sir Hector Monro said only 10% of the financial penalties due for "overshooting" on production this year would be applied. Sir Hector said the change was due to a "spectacular" agreement achieved by Agriculture Minister Gillian Shephard at a European Union meeting in Brussels.
