P143 CEEFAX 143 Fri 17 Dec 16:11/05       PARLIAMENT  GOOD NEWS FOR SCOTTISH ARABLE FARMS Scottish arable farmers are to be penalised less severely for growing more crops than allowed under an EU agreement, it has been announced. Junior Scottish minister Sir Hector Monro said only 10% of the financial penalties due for "overshooting" on production this year would be applied.
