Mr Livingstone was opening a short backbench debate on the case of James Smyth, who Britain wants to extradite from the United States. The Ulster Unionists tried to use a procedural device to end the debate but Deputy Speaker Michael Morris ruled it out of order. Mr Livingstone accused ministers of witholding information.
