P147 CEEFAX 147 Fri 17 Dec 16:24/14       PARLIAMENT  LIVINGSTONE "GAG" ATTEMPT FAILS Ulster Unionists have failed to prevent Labour MP Ken Livingstone from speaking about the extradition of an alleged IRA terrorist. Mr Livingstone was opening a short backbench debate on the case of James Smyth, who Britain wants to extradite from the United States. The Ulster Unionists tried to use a procedural device to end the debate but Deputy Speaker Michael Morris ruled it out of order.
