Gordon Brown told the conference that he believed full employment was a realisable ambition. In his keynote speech, he said the Government had the policies which could mean work for all who wanted it. Mr Brown opened his keynote spjech at Labour's conference in Brighton by highlighting reforms reflecting the party's values since the election. The Chancellor also said a minimum wage should be a "permanent memorial to the life and work of the late Labour leader John Smith".
