Instead they should make more effort in taking on more women, older workers and people from ethnic minorities, he said. Mr Fowler was speaking at the launch of a new report which points out there will be one million less 16 to 19-year- olds in 1993 than in 1983. "Employers are putting too much effort into recruiting from the declining pool of young people," he said, adding that bosses should widen their horizons.
