P154 ORACLE 154 Tue31 Oct ITV 1946:18  1/5  SPECTATORS BILL Round-up CLEARS COMMONS   The Government's controversial plan forcing soccer fans to carry identity cards at games has been cleared in the Commons. The Football Spectators Bill g!ined a third reading by 273-204, a majority of 69, after a late night debate and will now go back to the Lords. Sports Minister Colin Moynihan said the measure would go ahead as planned next season despite reports it was being put back to allow a test period. Clarke, who joined Leicester in a £1.1m swap deal which took Mike Newell to Everton, looks likely to be out of action for at least six weeks. After the first 'trial', midfielder Lloyd McGrath decided escaped a fine after the first dismissal of his career at Charlton. Previously, all players were fined for bookings or sendings off but now boss John Sillett, managing director George Curtis and physio George Dalton will judge every disciplinary offence.  West Brom central defender Paul Raven resumes training next week after being out with a stress ftacture of the shin.
