P131 CEEFAX 131 Thu 13 Jan 21:15/43       POLITICS  WESTMINSTER ACCUSED OF "MISCONDUCT" An official report has accused leading councillors and officers at Tory-controlled Westminster City Council of wilful misconduct. Auditor John Magill said he would ask the High Court to order those involved, including Dame Shirley Porter and Barry Legg, now an MP, to pay back the £21 million lost. Mr Magill said the council's house sales policy was unlawful and unauthorised.
