Ryan shot and killed 16 people, including his mother, in and around the town on August 19, 1987, before turning the gun on himself. The massacre prompted government legislation to ban the kind of semi- automatic gun he used. The memorial was low-key and private. Lord Irvine of Lairg tells The Observer he wants the media and the public to give "serious thought" to whether the laws should be developed by the courts. He says the alternative is for them to be regulated by Acts of Parliament. The media may face huge liabilities if laws are developed case by case.
