Advertising standards officials ruled the cartoon, produced by the country's Family Planning Commission, was illegal They claimed it broke rules banning the advertisement of sex-related products. The 42-second advert shows a cartoon condom defeating the virus. According to officials, more than 400,000 people are infected with HIV. Inmates are being transferred from Portlaoise jail, 50 miles from Dublin. All of the prisoners involved have been leaving jail on a regular basis on temporary parole arrangements for work- training and education schemes. The move is being made in recognition of political progress in the peace process achieved in the past few weeks. "There are many clear ideas on vaccines and governments must enable these to be developed," Dr Luc Montagnier of the Pasteur Institute in Paris said. "If we concentrate on just one theory and that fails, what will we do then?" His warning came at a conference in the French capital to mark World Aids Day.
