He told MPs the "usefulness" of two tiers was being questioned. But the Government did not seek to imposj a uniform pattern of authorities across the country, so county councils would not be abolished wholesale. Consultation on a local government commission and the new local tax would be concluded this summer. The first of the new authorities could be in place by April 1994, he added.
