Mr Major told other leaders that it would undermine the credibility of the European Union if they set "meaningless" targets for job creation. He said the history of target- setting of this kind showed that it was simply not in their power to deliver a given number of jobs. There is satisfaction on the UK side that Mr Delors has accepted the importance of increasing the flexibility of the jobs market and has rejected worksharing. Mr Major has also taken a tough line in talks with the French government over the prospects for a Gatt world trade deal.
