In a Commons written reply, Chief Treasury Secretary Michael Portillo said 21,500 jobs were cut in 1992 - the biggest fall since 1986. Total figures, which include those working at self-governing Whitehall agencies, break down into 497,783 white-collar civil servants and 48,556 in industrial work.
