P164 CEEFAX 164 Fri 17 Dec 16:23/21 WORLD PARLIAMENT DEBATES NEW CONSTITUTION The South African parliament is debating the draft constitution which will lead to next year's elections and black majority rule. Constitutional affairs minister Roelf Meyer said those responsible for apartheid now wanted to leave past wrongs behind and apologise. The right-wing Conservative party leader, Ferdi Hartzenberg, said the new constitution was a sell-out to communism. The parliament is expected to vote next week to approve the measure.
