Negotiations have been going on for 14 years, but ministers hope a contract will be signed early next year. Mr Hoon will hold talks with Indian Defence Minister George Fernandes on defence co-operation. Mr Fernandes recently said India wanted to buy 66 of the British-made Hawks.
