The standing committee of the Bern Convention concluded the UK trial was in accordance with the convention. Last year the committee recommended that the trial should be investigated to see whether a breach had occurred. Campaigners against animal cruelty have repeatedly challenged the plans. The Commission has called for more action to root out all misuse of public money — with the total cost of fraud to the NHS each year estimated at £150m. It said fraud was a "serious and growing concern". The Government has announced an anti- fraud charter, which is being signed by the main professional health bodies. Over 230,000 fraud cases last year amounted to £104m — the first time the annual figure has gone over £100m. The figures, relating to England and Wales, mainly involve housing benefit. The Audit Commission, which monitors public spending, said progress in tackling fraud in local government had been "disappointingly slow". Average fines for breaches of health and safety legislation came to a "paltry" £5,038 last year, according to research by the TUC and Safety Council. But many of the estimated 3m victims of rogue builders did nothing about it, said a Botch Watch survey, commissioned by insurer Norwich Union. The study said 73% of people did not think they had enough rights if they were unhappy with building work. "Cowboy builders put safety at risk," said a Norwich Union spokesman.
