The Joseph Rowntree Foundation report looked at the causes of poverty in Britain between 1899 and 2001/02. It found that households with working adults earning low wages made up 31% of those living in poverty in modern-day Britain - down from 55% in 1899. It also found that most progress was made in fighting poverty when policies were aimed at both the causes and consequences of deprivation. The study, One hundred Years of Poverty and Policy, was launched at the foundation's centenary conference. Low wages were also the main cause of poverty in the 1899 study. Unemployment became the leading cause by the Depression of the 1930s, but in the 1950s and 1960s it became old age.
