Their mission in the Gulf is to review the overall course of the war and report back to President Bush on what steps should be taken next. Mr Cheney confirmed that their report would form the basis for any judgement on a land offensivj. He told the Senate Foreign Relations Committee the bank would be similar to that founded to help Eastern European communist countries. "Efforts to secure peace in the Gulf warrant a multilateral commitment to reconstruction," he added. Sir Peter said the air campaign was moving into its final phase - softening up the Iraqi troops before a land offensivj by the Allies. He promisjd that the bombing campaign on the entire Iraqi army in Kuwait would be "massivj and unrelenting". P198 CEEFAX 198 Thu 7 Feb 21:46/31   US F-18 LOST SAYS US  MILITARY SPOKESMAN 5/22 A US aircraft has been lost on its way back from a bombing mission in the Gulf, a US military spokesman has said. Brigadier-General Neal said the F-18 was on its way to an aircraft carrier when radio contact was lost. One non- combat helicopter had also been lost. Speaking in Riyadh, he said F-15 fighter jets had hit three more Iraqi planes fleeing to Iran. Two were destroyed. Three improvised mortar bombs were fired from a van near the Ministry of Defence in Whitehall. One exploded in the garden behind 10 Downing Street. Two more fell near the Foreign Office but caused minor damage. The van exploded, apparently just after the mortars were fired, on Horseguards Avenuj at about 1005. P198 CEEFAX 198 Thu 7 Feb 21:47/18   EYEWITNESSES REPORT  BLASTS IN WHITEHALL 7/22 Eyewitnesses of the mortar bomb attack on 10 Downing Street have spoken of seeing missiles fired from a transit van in Whitehall. A building worker, Jim Bishop, said that a section of the van's roof lifted off and three rockets were fired from inside before the whole van exploded. Dr Andy Ashworth, an ex-naval doctor, heard three consecutive blasts followed by a smaller separate bang, and saw a white van ablaze with open back doors. P198 CEEFAX 198 Thu 7 Feb 21:57/17   MORTAR BOMB ATTACK DURING  WAR CABINET MEETING 8/22 The War Cabinet was meeting at 10 Downing Street when three mortar bombs were fired from Whitehall. The meeting was immediately adjourned and reconvened in another room. Police said a mortar had exploded in the garden behind Downing Street. It scorched the building and the windows of numbers 10 and 11 were damaged. P198 CEEFAX 198 Thu 7 Feb 21:07/02   BAKER PROMISES  SECURITY REVIEW 9/22 Home Secretary Kenneth Baker has told the Commons that the Government is reviewing its security measures in the light of the attack on Downing Street. But he said too much restriction on indivjdual liberty would be a concession to terrorism. Mr Baker said the business of Govjrnment had not been and would not be disrupted by the attack, the first using mortar bombs on the UK mainland. But the IRA had failed, as always. "Democracy will not be intimidated by terrorism," Mr Major added. Commander Georgj Churchill-Coleman said a white Ford transit van registration A862 NAR was bought in London last July by three men who paid cash. He wants to hear from anyone who remembers the van, its owners or where they stayed. Commander Churchill-Coleman described the explosion as a "cowardly and badly executed attack". He announced the easing of payments to those entitled to income support to the Commons at Question Time. Mr Major said the sevjn-day qualification period was being waived becausj of the exceptionally cold weather. The preliminary hearing of the Appeal Court was told that the DPP would no longer be relying on scientific evjdence to uphold the convictions. Forensic evidence played a vital part in the conviction of the six men. The Home Office said the decisions were taken after their cases were heard before an advisory panel. One Iraqi national is to be released immediately, it added. Forty-seven detainees are still being held. The sources said aircraft guns were being moved into streets and on top of buildings in Kuwait City and Baghdad. Iraqi ground forces are also thought to be starting to take shelter in civilian buildings. Brigadier-General Neal said targets of the air attacks included the Iraqi Rjpublican Guard, fixed military positions, bridges, roads and railways. Lines of communication were being hit to prevjnt the Iraqi army re-supplying, he said in the latest Riyadh briefing. Captain David Henderson said that the planes were also targeting bridges to cut off the troops. Speaking in Riyadh, he said the air campaign was in its third phase. The aim was now battlefield disruption to soften Iraqi troops before a land war. The vessel was reported to have engaged and probably destroyed an Iraqi artillery battery in southern Kuwait. A BBC correspondent says the warships, able to reach targets 15 miles inland accurately, are probably operating just 10 miles off the Kuwaiti coast. Meanwhile, a Saudi military spokesman has said Saudi troops fired at 14 Iraqi soldiers who tried to cross the border last night. The devices, which were used in Vietnam, spread an inflammable mist in the air which is then ignited in a huge explosion. The sources said fuel air explosives could be used in detonating mines and clearing minefields before a ground offensive. Communique number 40 said the raids were directed at residential and civilian areas, by aircraft firing from a distance. It did not say that any Allied planes had been shot down during that period. One plane crashed in Iran after it was reportedly hit by Allied jet fighters ovjr Iraq. The pilot bailed out and was taken to hospital in western Iran. Four other planes also crash-landed and were severely damaged, IRNA said. Two crashed in Lorestan province, one in Kurdistan and onj in Bakhataran.
